And no, if your raid force is out of LoS of a target and that target is brought onto your raidforce only to start AEing it, it is not 100% your fault.
Fact of the matter is that Helicopter logged into Trak already being brought upon us. GMs encounter log would show this, because this is the earliest FRAPs I have been able to find.
