Actually, in rules of betting, you were unaware that it "possibly" was no longer banned. Meaning you bet that it wouldn't be unbanned from the time that it was banned. Regardless of when the change happened, you bet that the change wouldn't happen. Basically, you made a bet without all the information and are still liable for the wager.
It's no different if I were watching the 22nd superbowl and never seen it and then made a bet that x team would win with someone who knew that y team wins the game.
Bets are bets, regardless of the stupidity of the people who make them.
