Dridan came over with a flash drive and copied my EQ Folder + EQ Emulator Server launcher folder and....
Everything works for him now.
We have no idea why his install from the eq website + also tried EQ install from Steam did not work for him...
Uninstalled and re-installed many times, but a copy directly from my HD to his flash drive and copied over to both his laptop and home PC proved completely successful.

There is your answer. Live and Steam use clients different than Titanium. ONLY TITANIUM WILL WORK WITH P99, DO NOT USE OTHER CLIENTS. DO NOT UPDATE THE CLIENT.
