I'm pretty sure I was probably online when this was posted and it was because stupid people do stupid things and Eccezan wanted the stupid people to make slightly less stupid decisions regarding the guild.
I'm also pretty sure that those are regular in regards to all disciplinary actions, aka training, kill stealing, ninja looting, etc.
That SS is after the mass cheating wave I bet.
