light blue/blue mobs definately hit less often and for less damage.
Level 50 monk(854 ac, 1001 atk) with decent gear(nothing from dragons), I killed 6 kobolds in solb using one mend. I'm not sure if thats right. As far as exp goes, I didnt get a whole lot of exp for those 6 solo kills either. I think 4 were light blue and 2 were blue. I got maybe 5 ticks in 50.. like half a blue bubble.
