I really don't know what timeline the server is following since live would have long since had velious but here are some results I found digging through various search terms regarding circlets and feign death. It's hard to find stuff from the early 2000s. I wish google hadn't turned into the useless pile of advertising crap it is now.
This one seems to indicate that in 2001 before the CoS drop nerf, you were able to stand and invis after FD. The SK mentions he knows he can at least get harmshield off after FD if his circlet ends up with a cast time.
Oh and I found an archived thread via google from THIS forum that seems to indicate it ALWAYS worked where you could stand and invis after FD with no change to the /con if you're fast.

The timeline for this server is skewed at the moment since Velious is being hand made and not just an import of the PEQ database. You also have to think of P99 as a beta test. We have to get the timeline and patches correct for a properly-implemented timeline-correct server in a few years. If something changed in a patch (December 2001) Luclin or later, you can count on it not occurring here (baring technical limitations).
