Did he try the 3.5 NET Framework? (4.0 is current)
I had to uninstall .NET framework 4.0 and install 3.5.
.Net framework 3.5 from here:

And the service pack:
http://www.microsoft.com/en-us/downl....aspx?id=25150
and after that, do windows update to get the updates ( might have to restart before and then go to windows update and manually check for updates )
