I have an iksar necro supertwink (prenerf staff, manastone, roa, strength set, lots of goodies) I've been leveling in old world until just recently (he's 40 now) and I gotta say that past level 20, the RoA is probably the most useful thing in that list. Granted a necro has better opporunity to swing it fearkiting or whatever, but especially at level 30, RoA is ridiculously powerful. Hitting mobs consistently for 120-160 for no mana is retarded.

Too bad you missed out on using the RoA pre-nerf caster melee damage nerf (ninja'd in slightly over a year ago). The RoA was a beast on a caster then. Unfortunately the nerf bat made the RoA not as effective.
At 20-30 the RoA is all you need to level up as a caster, really. It hits so hard it can kill mobs in 3 max hits at those levels. However, 40+, even being super twinked, a caster can still bite the dust easily if he takes a beating too much (even wearing hp items such as heiro cloak, tank items (str))...
In short, the RoA will really only help a necro level up 40+ easily (due to fearing the mob and avoiding any damage).
For mages, wizards, and enchanters, i'm not sure.
