Considering no raid mob outside of maybe Hoshkar requires more than 25 players, how many people does a server need to have for healthy competition given the limited amount of content in EQ prior to Velious. 150, maybe 200?
Whats insane is having 800 50+ players logged on simultaneously for a handful of end game bosses, especially when all you can do is have a staring contest with your "opponent" outside of training in VP.

Are you implying the whole EQ experience is simply end game raid encounters, and that having 90 percent of zones in game as a wasteland doesn't take away from the experience?
Are you also implying that you are not desperate for more players on your server given the constant posting of Red players basically begging people to play on their server?
