I don't see anywhere in the definition that you have to Start the conversation to spread propaganda..
If I wanted to spread ideas.... I would be making posts to spread them. However, if BDA FE etc... wasn't spreading propoganda you wouldn't see much posting from me here. Are you saying that any defense against propoganda is propoganda?
