I am prone to agree with you. I think it is more likely to be a firewall issue since I looked over his packet dump and there are a lot of mangled packets in it, but he said he disabled the firewall and it still didn't work.
AC888 you might try updating your router firmware if you haven't already done so. I am stumped though. Sorry
