Yes, you could forage always forage them in classic zones.
They just never had a use before (outside of a free meal).

I'm pretty sure this is incorrect. Mushrooms only showed up with Luclin although at that point there were added to other zone forage tables (I don't know if it was all classic zones or just all Luclin zones). But I don't remember seeing a single one until SoL came out.
