The level 49 Enchanter spell Reoccurring Amnesia does not work as it is intended to. Currently it's affect only works on the first tick (25% chance of memblur). The subsequent ticks do nothing (aside from showing a beneficial spell icon).
This can be shown using a few different methods:
1) Cast Reoccurring Amnesia on yourself. If it is successful the client will report in red words "Your mind fogs. Who are my friends? Who are my enemies? ... It was so clear a moment ago..." If it fails you will only see the blue spell text "You feel your mind fog." You will CAN ONLY get the red text right when the spell lands, not on subsequent ticks.
2) Cast Reoccurring Amnesia on a mob that has an aggro message. If the spell is successful the mob will REPEAT its aggro message. You will notice that the mob only has a chance of repeating its aggro message right as the spell lands.

The spell could always have been bugged though... I didn't play an enchanter on live. But it certainly isn't working as described.
