unless you have a pocket enchanter running around with you than 41% > 36% haste of cof.
EVEN IF you have a enchanter cof + vog is only 94% haste. Belt of the four winds + vog is 99% haste. Sure you could get wondrous rapidity or shiss and 100% with cof or lower haste but the +atk from vog ups your DPS, which ups your threat.
Bam. You wanna min max? you need belt of the four winds.
