a happy middle ground might be to have the variance operate on a bell curve. This would still maintain the chance of a mob spawning early or late in its window but normalize the spawn time to have a higher probability of occurring toward the middle of its spawn. If the reduced window idea has already been given the OK then ignore this post. I just thought this might be an interesting way to maintain a degree of uncertainty with spawns through the potential of them spawning at low probability times while essentially halving the window to the middle high probability times.
This is a quite advanced idea that I have not heard before.
