It 100% worked this way on live with undead or normal mobs. I would train people all the time using the run by and agro with sow and then train people and they would never know what hit them.
Raiding back in the day i remember distinctly casters were not supposed to be sitting while raiding fear due to pulled mobs jumping from the puller to the people sitting as sitting carried more agro than the proximity or minimum damage of the pull.
I dont know if they plan on fixing this but its one of the things that was classic that i wouldnt care to see return as then people would be able to train very easily for kicks and you would never know who did it.
