I have this problem as well and I also have geforce go 7950 gtx. It doesn't sound as pronounced as you are describing but it happens intermittently like random graphic pauses.
I'm fairly certain nothing is throttling. I monitor CPU/GPU/HDD/MEMORY/etc temperatures and they don't even get close to dangerous temperatures.
I don't receive this problem with other 3d games either which is the puzzling part.
