Fixed it, and it was embarrassingly easy..I did a completely fresh install of titanium in a new folder not in Program Files. I thought I had done a fresh install once or twice before that, because it's one of the first things I tried, but previous files or location may have messed it up somehow.
So basically fresh install from disc in new folder -> run eqemulauncher -> success!
