Ignoring the fact that "the ice age" wasn't what killed the dinosaurs, I believe he is saying that the black families / kids of America are not putting the emphasis on education that they need to. So in this 'age of education' he is afraid that african americans will be left behind.
There was a pbs interview where he explained it a little better...

But if you talk cool, you probably aren’t going to school, you probably aren’t doing the things that you need to do to kind of have a life after this small – a small segment of your life is cool.
We don’t value education. We don’t place a premium on it. The kids that don’t get one suffer for the rest of their lives, and I think it’s as much incumbent on us as it is asking for a bureaucracy to do something.
