Fungi alone should take you to 30 anywhere.
If you have Epic + Fungi - you're absolutely fine until at least 41. Get some cheap FR/CR/MR gear (Frog Crown, DRT, White Gold Necklace, RBF, etc.) and do the undead knight/festering hag camp from low-mid 30s until 41. Hags only have 1k or so HP. There is 2 of them on a 6 minute respawn. Unrest has a huge ZEM so this amount of mobs is fine. You can catch them as they spawn to avoid shielding/rune. Since they cast, you'll be able to backstab them a lot. If you have bad luck - hop off the tower and easily zone.
From 41 out, I'm not sure. Mistmoore has lots of wizards, but the spawns are close quarters.
