Shaman start kicking major ass when they get Torpor (Kunark), and if you're raiding you can get a reagent free Avatar in Velious.
Unless you're charming giants or something, enchanters kinda suck for raiding in Velious - you can't mez anything and lots of stuff was originally extremely magic resistant, so you can't even nuke that well. Playing an enchanter in sebilis may make up for it though - now that's some fun sh*!.
