The only thing that can be done is lowering barrier of entry (1-50) even more (think 200%) and then let the leveling continue classic 51-60. You can pvp pretty much anyone in that range, join in on the raiding fun/etc.
But... tbh a lot of people are burned out, you'd need to see a big influx of population to swing things around.
Was fun while it lasted, like most I peek in every now and then to see whats happening.
