No, they're saying that when you piss, with the seat up, a nasty film can sometimes form from urine dribble, splash, or what-have-you, and to put the seat back down to cover it up. This is so if some nitwit/lazy bastard that can't possibly be bothered to check whether the seat is up or down comes along they won't fall in and sit on stale/dried piss.
