Right before I started on P1999 I made a F2P character on Live, got a few levels, and ran around (i.e. using PoK books) exploring some of the old, now deserted zones. Then I saw Freeport and that was kind of like the last straw for me.

The population here is like a happy medium between the oft-overcrowded zones of classic Live and the ever-deserted zones of present Live. There aren't nearly as many noobs in CB or Blackburrow, and you won't see 100+ people in DL, but as was mentioned above, the population is healthy enough that you should have little trouble finding groups. I haven't grouped since the low 20s, but I leveled up to that point mostly grouping in Blackburrow and Unrest. Each weeknight those zones would often times have 10+ people and finding a group was no problem.

In a way this slightly reduced population from classic Live is actually better because you have more of the zone to yourself. In classic Live, I would join a Blackburrow group and be confined to camping the green room, for example. But on P1999, Blackburrow groups will usually just plow through the whole zone. In Unrest, a main room group can usually kill non-stop instead of sitting around waiting for limited respawns. My main is only 47 and I have been exclusively soloing from 20+, so I can't comment on grouping at higher levels, but I really enjoyed grouping at lower levels here.
