Skeletons in FoB have a chance of dropping weapons that are already tarnished, which naturally cannot be sharpened. Perhaps this is the problem you are encountering with some weapons not combining?
As for weapon types, skeletons and Forsaken Iksar in the area around Cabilis only drop 3 - the Fer'Esh, Sheer Blade, and Shan'Tok. Frogloks, however, drop the classic weapon types, like maces and spears.
