This whole thread is just asinine. The only problem the OP identifies is that the GM's don't enforce anti-spamming/anti-vulgarity rules for global ooc. If that's true (and somehow I doubt it) then the thread shouldn't be about limiting the use of OOC to once per minute, it should be about the GM's doing their job. If you think they aren't doing their job, prove it (screenshot people violating the rules, with timestamps, then show them still being allowed to use ooc at a later date, again with timestamps). Limiting it to once every minute isn't fair for the people who use OOC legitimately - I don't want to have to tab out to IRC every time I want to have a harmless conversation with someone.
