From what I understand and have observed, your swing delay continues through out your spell cast. So if you have a 2 second weapon, swing and immediatly cast a 1.5 second spell, your next swing should happen in .5 seconds. If you swing, wait a second, then cast the same spell, you will miss your swing by .5 seconds, but the swing will go off as soon as you have finished the spell.
