In wow any pvp under the max level gear doesn't matter much also. So yes anything BUT endgame pvp gear doesn't mean anything at all.

I could give my pally heirloom set to a blind kid with no hands and he would kill most players in the lower brackets just by breathing on them. Or my hunter stuff. Or just the gun. Etc etc.
