The software is pretty easy to use, although it's also very customizable so if you like that sort of thing, you can get as complex with it as you want.
It comes with both a 3.5 and 4e ruleset out of the box. The 3.5 ruleset includes all the OGL rules, the 4e ruleset has no 'rules' but the player sheets etc are designed with 4e in mind. You can obtain modules for all of the 4e rulebooks if you look around the net, or you can use Tenian's parser to create your own from a DDI subscription.
To your first question, every time we've had an opening for my campaign, a simple post to the FG forums has always yielded ~10 responses and for the most part everyone we've encountered this way has been a solid addition to the group. There was one guy who played for a few sessions then disappeared without a word, not sure if he didn't like our play-style or if something else happened, but even he wasn't a dick or anything during the actual game

I've tried a few virtual tabletops over the years, and I strongly recommend Fantasy Grounds, it's got a great mod community and strong developer support, and a pretty active user community as well.
