Sounds very indicative of not having the proper files in the proper location.

If you browse to your \everquest folder, manually verify the files exist. Create backup folder and move your dsetup.dll and spells_us.txt files into it.

After downloading the most recent patch changes, paste them into your \everquest folder. Visually inspect to ensure they have been created.

If you're using windows 7, you might have issues pasting or creating files in your directory under program files. You could try moving the entire installation folder to something like C:\everquest.

Lastly, if you have two different everquest installations, verify the one you're launching is the one targeting the folder you're modifying.
