This isn't a bug. I'll let you guys in on a little pro tip.. Kill alligators in Cazic-Thule. That's where the focus items dropped during classic era. It wasn't until after Kunark that the mobs in Najena had begun to drop the focus pieces commonly. It will take you about 2 hours to get all 4 while camping the golem, I guarantee it.
