The thing is I don't see any other site saying Winds of Gelid ever did 854 damage. And, let's suppose Winds of Gelid ever was 854 dmg / 875 mana, then it would make it the exact same thing as Supernova ( http://www.angelfire.com/or2/Wizards/myztic.html). That would be surprising.

Look at this link from graffe, scroll down to Tuesday March 7, 2000. Second post of the day shows a link to Spdat file data gathered from test. Which says " Winds of Gelid - Point Blank cold AoE hitting for 854 to each mob. Large radius."

So here is your conformation from a second source that it was at first 875 mana for 854 damage.
This spell was meant to be the cold conterpart to Supernova, initially it was meant to be an exact counterpart, meaning same mana/damage.

Not at all, you gotta understand this is how they viewed wizards back then. The power of our spells was never the fact that they did more damage, but that we had an arsenal for almost any situation ( meaning resist type ) while other classes were stuck with one or two lines, that were close to our ratios. Crazy I know, but thats how they envisioned Wizards. I played during this time, but I think I dinged my wizard to 60 after velious so I never used WOTG during kunark.
NOW.... I beleive beforeor very close after Kunark was released to live, WOTG was changed to 1260 damage for 1000 mana, because someone did eventually realize, hey, this is 10 lvls higher, it should do more damage. It was then changed again, at some point between Kunark and Velious to lower the mana down to 875. I do not know where to find this information, I dont even play here anymore and dont have a lot of time to research it all, im sure it's out there however.
So yes, I think the mana should be lowered to 875 by now, getting back on track to your OP.
The people here at p99 have both the original SPDAT files for Kunark AND Velious. comparing the two will tell some of the story.
