The cool thing about releasing it early is that it might actually be a popular zone if it was to be open now. I remember it being next to impossible to find a group XPing in the Hole on live during Kunark. Hate was already released early due to end game pressure I think it would be fine to allow the nice loot from the hole to enter early, most of it is caster gear anyways and casters are screwed on gear for most of the classic period.
