Meh. I leveled 30-50 charm kiting, with CHA <120.
As it stands now, I can still get full duration charms no problem with < 120 CHA, at lvl 50, against PoHate mobs.
So I'd say it's not terribly important, but low CHA will slow down your leveling potential.
