I personally I always start out hunting around Qeynos, then moving into Qeynos Hills and Black Burrow as levels permit. Gnoll Fangs are great experience and faction and will easily sustain you into the 11-14 range where you can head out to Oasis (another favorite).
Everytime Ive started over Ive met new people that Ive enjoyed grouping and leveling up with, so just look for friendly faces and give them a tell when your on
