I'm not a lemming who believes that easier is better. "We're too lazy to earn it so give it to us" != a fix. Crying for an XP boost is like begging for a band-aid to take care of a severed artery.
EMUs have a limited pool of players to begin with, even more so when it is further diluted by needing niche PvP players. People have already proven they will play here. But until some of your suggestions are realistic enough to include ways of enticing established players back or ideas about retaining current players -- it's a waste of time and effort.
A true "fix" for the server would not alienate existing accounts and should encourage new ones to be made.

PvP requires people. And People aren't sticking around when there is no one on to PvP. If we wanted to go to Kunark, we would go play Blue99. We want to PvP, thus we are here.
People who left at 50, are NOT going to come back, just to grind to 60 and then still try to fight the same Nihilum Zerg over Trak instead of Vox.
People want the oppurtunity to get a chance to fight the 50s. No one is asking for a "/setlevel 50" command. Even with 200% bonus to exp, it would still take a substantial time investment to get to 50.
I just find it funny, that you and DumbassDullah keep calling everyone bluebies, but all you bitch about is lack of CONTENT, and not lack of PvP. ::shifty-eyes::
