Would you call a white person living in NY, or WA, or CA a redneck? Nope it has nothing to do with race. It describes a culture, just like the terms geek, or hipster describe a culture.

The same could be said for the "N word" in every way. It doesn't describe an entire race but it can be applied to a subsection of one, much in the same way redneck is.
Semantics can't save you from being a racist just because you feel being racist to whites is acceptable whereas it isn't for others.
