Good luck in your search. I'm assuming you're trying to make Scale tempers, and I've been having a heck of a time finding this item, as well. My suggestion would be to try killing the coerced iksar in Crypt of Dalnir. Aside from Sebilis, that seems to be the only zone where I can reliably find iksar blood (albeit slowly).
