I got some advice back from my relative. They said that I should talk to the forum admin and if they want to report it I can get back to him. But this is the advice he gave for the meantime.
1) Have the forum set up a 10 post moderation period for all new members. The first 10 posts everyone makes are checked by moderators before they are allowed to hit the forum. Trolls and spammers do not even make it to the forum.
2) Legal action is up to the administrators of the forums. It should be possible to block an entire IP range.
3) Contact his ISP immediately. They explicitly disallow this kind of behaviour and will close his account.
4) It should also be possible to block the IP addresses of all known free image hosts.
5) Keep a backup of all his pictures for legal purposes.
p.s. I also personally suggest blocking the IP addresses of all known free proxy servers. I can give you a list of these if you want. And of course, get some more volunteer moderators!
