You can see the book vendors were one of the last sections updated, as it included a kunark vendor, which had just recently been released.

It was a mistake to remove Gindlin Toxfodder. The correct fix in that regard was to just remove the components he sold. That's been fixed, pending update. The other vendors and the removed components will be back when timeline-appropriate.
