Not everyone uses the pac bug when raiding. Idk about IB but vintage was pretty strict when it came to exploits or anything non velious. I know a few people who got kicked for using PoK books.

Everyone claims they don't use it. Even my old guild, Temerity says they don't.
Mith Marr encounter would be a lot more interesting if they didn't.
