Quest was bugged if I remember right.

It was broken, fixed in secret(then possibly broke again and fixed again in a "not classic" manner), then removed before anyone knew it was fixed. I forget the exact details but it was all very secretive how it was fixed/broken and removed before anyone who even knew about the quest realized it was fixed.
It was VERY shady at the time, not many people remember that far back. (even more weren't even here)
