I wish it did use the hero engine. Rift in my opinion is a good game and I wouldn't mind seeing that engine used for ESO.
I don't know what the ESO team saw in the hero engine, but I do know SWTOR uses an incomplete and modified version of it so you can't really judge the engine based solely on that game. That's keeping me optimistic for now. We just have to wait and see.
