I tend to agree with Daldaen - just because Alla put it in in 2002 doesn't mean it wasn't in the game at Velious, just that it took people a while to figure out a huge obnoxious quest. I mean how many people had ALL of their tradeskills maxed to go do this? See quotes like this about the BCPS:

And if you look at the stats, they really aren't better than the 10th ring. In fact it wouldn't surprise me if the 'modification' of the quest is when they added the focus effect, which they also did for stuff like the Shining Metallic Robe:
