No these quests were just very cryptic and took forever to solve, especially lots of the combines. The 8th shawl was just solved 8-9 months after the 7th.
Unless you can explicitly find information saying that it was implemented late, it should go in at release. And I've looked and found nothing of the sort. I'd think that this would be something that would make patch notes, a pretty big quest with a complex scripted raid, with a very unique reward...

Do NOT EVER go by Alla as far as quest/item/spell etc release. First off Alla hasn't been around since the start of EQ. Second it's player/community run. They have a habit of putting mobs/items/quests into effect (and listing them on their update as 'new') when they've been around for the longest time.
An example would be: EQ Live has a lot of old quests that no one has yet to figure out how to complete them or even where they begin. If someone were to suddenly complete one of these quests and upload it to Alla, it would go in as 'new' on the May 3rd 2012 update and the quest would likely be tagged as Veil of Alaris despite being an original Classic quest.
Your best bet to find out when things were released is to cross reference multiple different sources or try to locate patch notes.

Adjustments have been made to the 8th Coldain Prayer Shawl quest.
This does not indicate it was added with that patch. Only changed/modified. There is no earlier patch notes for the shawl that I can find. I recall it being in prior to 2002. Likely, as Alarti said, late Velious. MAYBE early Luclin.
