No, it's not, because there is no such thing as "substantial evidence". I don't understand why this is difficult for you. Everyone here understands that the only incontrovertible evidence is in the logs -- and only GMs can access the logs. Therefore, incontrovertible evidence is an impossibility -- and impossibilities are irrelevant. With that in mind, asking a non-GM for "substantial evidence" is a) mouth-gapingly stupid, and b) a clear red herring. You're drawing attention away from the accusation and the circumstantial evidence by demanding an impossibility.

Plenty of ways to establish substantial evidence. Screenshots usually work best. Not screenshots of logs or email by the way. But I noticed alot of people are trying to do trades via text or AIM. Yes screenshots can be edited but its very unlikely that someone with skill enough to edit them past peer review exists here.
Editable logs and emails will always be suspect.
The real debate is that if you have information about RMTing you should go to the GM's who have infinitely more tools to find out about the truth of your claims. Coming here and flaming without evidence is the real red herring. Accusations and claims without proof are irrelvant.
Sorry if you got confused by your "belief" daldoma
