So basically the difference is it ONLY works on 49 pet pre kunark, but has double effect than the quest Foci's. So you still need the quest Foci's for any pets under 49.
wich is also what i remember from Live. The Quest Foci's added +1 lvl and the staffs added +2 lvl to the maximum lvl pet you can summon.

I believe right now the power of the two is identical. Come Kunark the staves will obviously be better (or should be!!). There should be some difference between Staves & SolRo right now, but there isn't.
