Global OOC is unequivocally a good change for the server though. I will be curious to see if that boosts the population and maybe consider logging in again.

I dont see it being enough at this stage. Server would need serious turmoil to be worth playing anymore.
And there is almost 100% chance R99 will be completely ignored for another 6+ months.
