The way I remember it is

The game would check if you had any food or drink in slot 1, if there wasn't, it would check if the backpack in slot 1 had any food or drink in it starting from the backpack's slots which were identical to the general inventory slot order. It had nothing to do with the fact that it was inside a bag or not.
