Can someone explain when it would be used over regrowth aside from at lower levels?
I would probably still prefer the lower regen that didn't snare me and lasted longer.

I love using my fungi staff (druid). Its great for situations where either sow has already worn off and i'm indoors or i'm outdoors and have time to safely reapply sow as needed. If i'm solo-ing a particularly hard camp, I'll have regen on to begin with, but if its a root-dot situation or anything without much danger, its the best way to regen up some HP after taking a hit or manastoning down. Why waste 300mana on regen when I can just use 40mana to recast sow?
Sometimes its too risky to use, but it does come in handy. You could argue that regen+tree form would work better, but that only works outdoors and takes more effort.
